Lee County building official reports $2.29M in July valuations; proposes Title 9 amendments and updates energy code

He said staff made text amendments to Title 9 to explicitly exempt ordinary maintenance work—such as siding, window and door replacement, and roofing that does not change roof slope—from permit requirements. Joe also said the county needs to adopt the 2024 Illinois energy conservation code (replacing the 2021 cycle), which raises insulation requirements (for example, wall and ceiling R-value targets were increased). He told the board that references to the old BOCA model code were removed and replaced with the International Code Council; the ordinance will be presented for a vote at the next board meeting and must hold for the required 30-day period.
Joe reported six new single-family homes are currently under construction and permitted this year. Board members discussed alignment with Dixon’s code timeline but received no firm date for Dixon adopting the same cycle.
No formal adoption occurred at this meeting; staff said the code changes will be posted for the required hold-over period and returned for a vote at the next meeting.
