White described succession arrangements and explained that moving the dock would be a substantial financial hardship — she estimated the cost at about $85,000 — and said the structure does not change the essential character of the shoreline.
Commissioners reviewed past permits and surveys and noted the lack of active opposition. The commission adopted Resolution 2025-15 (DWM254016) finding unique and peculiar circumstances that impose financial and technical hardship and concluded the proposed continuation of the dock would not create undue visual or environmental impacts. The motion carried on an affirmative voice vote.
