Board hears gap between capital needs and annual spending; fund reserves discussed
Summary
Board members pressed consultants on a $2.5M annual capital‑needs estimate versus roughly $700,000 in regular budgeted capital spending; district CFO Mike explained Fund 46 reserves and said recent budget performance will allow moving additional dollars into that fund to address deferred work.

Board members questioned whether the district was under‑funding capital maintenance after a consultant presentation highlighted roughly $2.5 million in annual capital needs from the district's 10‑year capital plan.
Mike explained the difference between the district’s recurring capital line and its capital reserve (Fund 46): “The 700,000, that's in our regular budget that we budget for every year. We also have fund 46. That fund was getting depleted. That was down to $2,000,000,” he said, adding that better than expected budget performance this year will allow the district to add more to Fund 46 than initially planned. The administration said recent Fund 46 draws (for projects such as the SPASH roof) supplemented the regular budget in past years.
Board members asked for more detailed, building‑by‑building cost projections and historical actuals for capital spending; administrators committed to providing those figures and to bringing further discussion on potential timing for any future referendum if upgrades (for instance to SPASH) become necessary.
The district emphasized it is not in an immediate crisis but is acting proactively to align facilities and finances over a multiyear window.
