Sarpy County approves three-year contract with public employees association including raises

The Sarpy County Board of Commissioners on Aug. 11 approved Resolution 223, a collective bargaining agreement between the county and the Sarpy County Public Employees Association covering July 1, 2026, through June 30, 2029.
"This is a 3 year contract. It includes a 2% pay increase in year 1 with some market adjustments and a 3% pay increase in years 2 and 3," Jody Riddell, the county's human resources director, told commissioners. Riddell also said the agreement includes certified pay for eligible employees and a uniform and boot allowance for specific positions in the assessor's office.
Commissioners questioned which employee groups are covered; Riddell listed the assessor's office, elections office, the commission, the treasurer, county attorneys, public defenders and the district court clerk. She said the association had 39 members vote on the contract and ratified it 27–12; Riddell estimated the covered employee population at roughly 140.
After the vote, the Chair criticized how bargaining can create an adversarial dynamic, saying, "I hate the way bargaining pits the employees against the County Board." Human resources staff commended the employees association and its president Steve for professionalism during negotiations. Commissioner Klug moved and Commissioner Warren seconded approval; the motion passed.
