Developer Robert Beheun of Clyde Capital Group and McElveen Construction representatives described fundraising progress and in‑kind contributions; Beheun said soft commitments approached $4.8 million with additional scoreboard donations and pledged personal commitment to support the project over coming years. Project manager Alex Dostel (McElveen) described a roughly 10‑month construction schedule for the first phase, pending utility coordination and easement work. Alliance project manager James Hammond told council the contract advances design only and that construction can be phased and reassessed depending on available funding.
Council members asked for clarity on funding sources and long-term land payments tied to impact fees from the Val Nova development; one council member urged caution given the project's estimated total cost ($22–27 million projected in discussion) and the city’s remaining land-balance obligations. After discussion, a motion to approve the Alliance Consulting agreement passed by roll call.
The approval authorizes design work to a level sufficient for bid packages and positions the city to begin utility and construction coordination, while council and staff said they will continue pressing for grant and private-match funding to limit direct city exposure.
