Daniel described a map that enlarges downtown, identifies a foothills/"north of Beacon Light" area and shows a downtown core that could have distinct guidance. "We've shown the entirety of the city based off of the area impact map with everything North Of Beacon Light being designated as foothills," he said, and asked whether the board preferred a citywide approach or context-specific districts. The board discussed whether an overlay should expand west or remain constrained to a downtown core and whether an implementation matrix could make appropriateness more digestible for applicants.
Members supported the idea of a matrix or graphic supplement to the narrative, saying photos and short diagrams can be easier to digest than long text. The board also noted that if the map leads to different permitted materials or dimensions, it may require code coordination before the guidance goes into effect.
