Staff updates: permit counts, fire marshal outreach and multi-year water/wastewater projects

Several staff presentations at the Aug. 12 meeting outlined routine operations and multi-year infrastructure projects.
Permits administrator Marquise Walker reported 25 permits issued in July across building, mechanical and trade permits including two sign permits and one driveway permit. Fire Marshal Ephraim Burns urged predevelopment meetings for businesses to walk applicants through code and permitting requirements and said noncompliant businesses would receive notices and, after 14 business days without action, could face enforcement steps including door placards or temporary closure.
City Engineer Ramirez Turner provided an infrastructure update: the Arcola water plant expansion is underway with a projected completion in the first quarter of 2026; a wastewater treatment expansion (450,000 gallons) is active and a lift-station rehabilitation on North Pine includes replacement of roughly 450 linear feet of 12-inch sanitary sewer. Turner noted relocation of utilities required for FM 521 widening and that the ultimate wastewater expansion technical submittal has been forwarded to a permit writer at TCEQ for finalization.
Council members asked for follow-up on easements, relocation timing and public notices as projects proceed. Staff agreed to provide schedule updates at future meetings.
