Arcola council adopts $5.10 million FY2025–26 budget in 3–1 recorded vote

The Arcola City Council on Sept. 16 approved the city’s FY2025–26 general budget, a $5,100,927 spending plan that the city administrator said represents a 9% increase over the prior year.
“Before you, we are proposing an FY 2526 annual budget,” City Administrator Dr. Annette Goldberg told the council, detailing revenue estimates, reserves and proposed expenditures. She said the budget assumes a modest sales-tax increase and a 2% increase in certified taxable value provided by the county.
Goldberg highlighted the city’s cash and investments and recommended maintaining reserves; she also proposed a 3% cost-of-living adjustment for employees and a $1,000 wellness benefit per employee. Council discussion touched on insurance-cost trends, pension actuarials and capital set-asides for equipment.
Councilmember motions put the ordinance on the floor and the budget ordinance was approved in a recorded vote (three yes, one nay). The city administrator emphasized that, despite the higher budget number, the city planned to keep the tax rate unchanged (see related coverage).
