The Health & Human Services advisory committee reported staffing turnover of roughly 9% in the last year and described service-model changes intended to streamline operations. Committee members said some former desk staffing approaches have been replaced by appointment-only operations and cross-trained front-office staff (WIC and VSO) have helped absorb demand.
The committee highlighted the EBA project (a virtual-voice phone system) with a Jan. 29 kickoff and weekly project meetings; staff said the pilot could be roughed in within six to eight weeks. Commissioners raised concerns about upcoming Medicaid-related cost shifts expected to arrive in 2027 that may increase workload. Committee staff said program audits and work-verification checks will move from annual to twice-yearly in some cases, potentially doubling administrative work.
"Those waivered services are a big part of our budget," a committee speaker said, warning that the shifts could strain staffing and require legislative education and mitigation strategies. The committee also noted an increase in participation in Project Lifesaver and recognized a staff award for service supervision.
