Lee Smith introduced himself to the commission as a candidate with decades in local government and extensive capital‑project experience. He described managing capital work across multiple jurisdictions and said one early move if appointed would be to strengthen project management capacity to reduce rework and legal risk with contractors.
Smith said communities can capture revenue that is currently uncollected and pointed to sponsorships, franchise agreements and tourism‑related charges as examples he used in previous roles. “There’s several million dollars worth of revenue sitting out there that pretty much blow hanging fruit,” he told the commission when asked about revenue ideas for Fernandina Beach. Commissioners asked about his approach to communication, staff engagement and managing public meetings; Smith emphasized outreach, presence and working closely with department heads.
