On strategic planning, Campbell said the approach in her current town was citizen driven, with a 20‑year plan broken into short‑, medium‑ and long‑term goals. She said she ties those priorities to the annual budget message to show which budget items implement the vision. When asked about start date she told the commission she has a 45‑day notice requirement in her current agreement with Orange Park.
