Village board awards $1.8–$1.9M contract for Highway 165/County Q signal improvements

The Village Board approved awarding the contract for the State Trunk Highway 165 and County Trunk Highway Q roadway and traffic signal improvement project following staff’s review of bids and consultant recommendation.
Curt from the engineering department told the board the project includes interconnected traffic signals at the intersections of Highway Q/128th Avenue and at 165/122nd Avenue, a dual left turn lane at the southbound off-ramp, and geometric improvements to improve sight lines and safety. The signal at 128th will be owned and maintained by Kenosha County and the signal at 122nd will be owned and maintained by the state, but the equipment will be interconnected to improve corridor operations.
Bids were opened electronically on May 28, 2026. Three bids were submitted: Lund Contractors at $1,796,617.28; AW Ops and Son at $1,824,421.66; and Zignago, whose bid was rejected for lack of prequalification. Curt said the lowest responsible bidder was identified and recommended for award; the project was budgeted at just over $2,000,000 in the 2026 capital improvement program.
Trustees discussed schedule and whether Highway 165 would remain open during work; Curt said the roadway would remain open. The board approved the contract and directed staff to execute contract documents following award. Curt said construction is expected to start in late summer/early fall 2026 with substantial completion in late 2026; procurement lead times for signal equipment may delay early activities.
