Staff outlines trail extensions, pedestrian lights and facility upgrades in parks plan

Staff presented a set of trail and general-facility improvements the parks department is proposing for future budgets, including a Brookside Park loop extension ($40,000 placeholder in 2028), completion of the Hackbarth Trail contribution for 2027, and a multi-use path to connect Prairie Springs to Old Green Bay. "So, right now, the construction on 31 will include pedestrian lights as well as a crosswalk when completed over on 95th and 93rd," staff said, describing improved pedestrian connections to Village Green and surrounding neighborhoods.
Staff also noted facility needs: time-locked bathrooms for ball fields (Ruck Pavilion scheduled this year), Ingram Park restroom planning, possible boat-launch improvements on the far west shore, and Ingram fishing-pier repairs. They recommended continued pursuit of grants—DNR and other sources—for qualifying projects and said many grant programs prefer shovel-ready designs.
Commissioners asked about connectivity to Village Green, a denied bridge concept over Highway 31, and the need for feasibility studies for high-water-table sites such as Prairie Shores restrooms. Staff agreed to continue design work and to include trail connections in future grant applications.
