The board approved the final condominium plat and related zoning and comprehensive-plan amendments for the Willow Grove condominium development, proposed by Dustin Harp.
Staff summary: Rob explained the final plat creates a 6.2-acre lot for nine two-unit ranch-style condominium buildings (18 units), reduced from 10 buildings (20 units) in the preliminary plat because of stormwater-basin changes. The buildings will range roughly from just over 1,600 to just under 1,700 square feet (excluding basements); five units will have three-car attached garages and 14 units will have two-car attached garages. Rob said wetlands on-site were redelineated in 2024 and that the Department of Natural Resources and Army Corps issued a permit to fill a portion of the wetlands; remaining wetlands will be zoned C-1 Conservancy District.
Trustees asked about traffic operations and left-turn access; staff said the traffic report and Kenosha County review do not require additional traffic improvements and that both left and right turns would be permitted where indicated. Trustee Mike moved approval of Resolution 26-21 for the final plat and the draft development agreement; the board approved the motion. Trustees then approved the accompanying zoning map/text amendments and the comprehensive plan amendment by voice and roll-call votes.
The development agreement will require the developer to construct public roadways, sanitary sewer, water and storm sewer to service the units and to dedicate easements and tree-preservation areas as shown on the plat. Staff recommended approval noting the final plat was substantially consistent with the previously approved preliminary plat.
