Village board approves expansion of Seasons at Riverview apartments

The Village Board of Pleasant Prairie approved a package of land-use actions to allow a second phase expansion of Seasons at Riverview Apartments, including a certified survey map, a release of an existing wetland preservation easement, zoning map and text amendments, and a comprehensive plan amendment.
Rob, speaking for village staff, described a three-lot subdivision: Lot 1 (about 12 acres) for the 100-unit multifamily expansion, Lot 2 (about 25,897 square feet) intended for a single-family home once public road improvements are completed, and Lot 3 set aside for a future subdivision with up to eight single-family lots. Rob said wetlands delineations found several wetlands that will remain on the property and be rezoned to a C-1 Conservancy District. He told the board the DNR and Army Corps had determined several wetland areas exempt from regulation and that the project would place remaining wetlands into conservancy zoning.
Developer David Ferrell of Fiduciary Real Estate Development said the multifamily work would likely start in late August or early September and finish in the fall of 2027. Ferrell described the unit mix as studios and one- through three-bedroom units (majority one- and two-bedroom) and said the buildings would match the Phase 1 exterior finishes while offering modern interiors and additional amenities. On parking, Ferrell said the project would provide about 165 new spaces for the 100 units, including 66 enclosed spaces per building, one detached garage building with six spaces, and 99 surface stalls that include required handicapped parking.
Trustees voted on the items in sequence. Trustee Jim Kramer moved to approve the Plan Commission recommendation and certified survey map and development agreement; the motion carried by voice vote. The board then approved the wetland easement release, the zoning map and text amendments, and the comprehensive plan amendment; the package passed unanimously.
The development agreement will require the developer to provide financial security for public improvements (sanitary sewer, water, site storm facilities and the cul-de-sac construction). Staff noted existing floodplain areas would remain within protective easements and that some elements remain subject to final technical details and coordination with prior TID agreements.
The board did not request additional village funding for the project; Rob said the developer is not seeking a right of recovery for public improvements along 78th Street.
