The member quoted the attorney: "the board does have discretion to order ... a more detailed forensic style audit" and argued that omission of that exchange left an incomplete record.
The substitute motion was debated and seconded but did not prevail; the board returned to the original motion and approved the minutes as written. Several board members reiterated concerns about recurring inaccuracies in the minutes and asked staff to improve review procedures going forward.
