Board probes durability of shared-parking agreements, asks staff for clarity
Summary
Members raised concerns about the practical durability of shared-parking agreements, asking whether contracts should specify durations and what happens if an agreement lapses; staff said agreements typically include notice periods and the city is alerted when contracts end, but acknowledged rare problematic cases.

During the parking-standards discussion board members asked detailed questions about shared-parking agreements and what protections exist when a property owner withdraws their shared-parking commitment. One member asked whether contracts include explicit term lengths and whether the city should require timing terms to avoid sudden loss of shared parking that could leave a business without spaces.
Staff explained shared-parking agreements typically operate with notice provisions (30- to 60-day notice) and that the city becomes aware when agreements are terminated; officials said the code allows follow-up and that, in past cases, property owners were required to secure alternate parking or purchase land when agreements ended. "What those contracts do is say this can be eliminated with 30 days notice, 60 days notice," staff said, acknowledging board members' concerns and agreeing to include clearer examples and suggested contract language in future materials.
