Emailed resident comment warns of neighborhood detriment from additional impermeable surface

Staff read an emailed comment from a resident identified as Rachel into the record during the public hearing. Rachel wrote that she was unsure "if the net detriment to the neighboring properties or neighborhood is outweighed by the benefit to the owner, in particular, the additional impermeable areas without offsetting benefit to the neighborhood..." and expressed concern about the accessory building's size relative to the primary residence and potential impacts on adjacent structures and runoff.
Board members acknowledged Rachel's concerns and discussed mitigation measures included in the proposal: privacy fences, added landscaping and reduced street-facing bulk. Staff also pointed to revised impervious-surface figures in the updated plan and said those numbers are part of the record to be considered during site-plan review.
