Staff: wetlands delineation and permits altered Willow Grove plan, eliminating two units

Planning staff said wetlands redelineation and Army Corps/DNR permits reduced the Willow Grove development from its earlier preliminary plan by two units and required rezoning of remaining wetlands to a conservancy designation.
Planning staff told the commission that a wetland delineation completed in 2024 by Heartland Ecological Group identified a small wetland area of "just under 8,000 square feet" and that the U.S. Army Corps of Engineers and the Wisconsin DNR issued permits allowing partial fill. Staff said the result of those permits and delineations was the removal of two condominium units from the previously approved preliminary plat and rezoning of remaining wetland areas into a conservancy district.
Staff added that the project will dedicate right of way for the cul-de-sac and utility and stormwater easements and that the comprehensive-plan map will place the wetland area into "park, recreation and other open space" in order to be consistent with the revised zoning map. The commission approved the related plat and comprehensive-plan resolution as part of the Willow Grove approvals and noted that final engineering and exhibit submittals are required before the development agreement is finalized.
