Pleasant Prairie planning staff presented Plan Commission resolution 26-13, asking the commission to initiate zoning-text amendments that would add additional conditional-use and safety requirements for battery energy storage systems (BESS). Staff said the proposed work will gather more information and propose targeted safety-related changes to the existing ordinance and that legal counsel had previously reviewed the ordinance language.
Commissioners discussed the relationship between county moratoria and municipal zoning. One commissioner cautioned that an outright moratorium can be legally risky and noted that the Public Service Commission (PSC) will site large facilities; the commissioner recommended preparing clear hazard-mitigation and ordinance language so the village can negotiate protections if a facility is proposed. A commissioner asked whether legal counsel had reviewed the standards; staff confirmed legal reviewed earlier ordinance language and that the proposed text references the National Fire Code and other relevant guidelines. The commission voted to approve resolution 26-13 to begin the amendment process (motion by Neil Gautormsson; second by John Skalbeck). Staff said the work will return to the commission and village board for additional review.
