Developer says Highland Estates build-out could take 5–7 years; Phase 1 progressing

"When we had originally proposed a project, we anticipated about a 5 to 7 year, you know, time period for build out," Catemper said, adding that roughly five houses were already under construction and that the developer hopes to meet or beat the optimistic five-year schedule for the broader project of about 700 units.
Commissioners asked for clarification about timing related to planned roadway work. Staff answered that the village is leading the 93rd Street reconstruction, which is "looking like a 2727 project" in the transcript; staff later clarified the work is scheduled for summer 2027 and is a village project rather than a developer-led construction activity.
The exchange reflected commissioner interest in phasing and the intersection of private development schedules with village infrastructure projects.
