Plan Commission approves relocation of Costco gasoline facility, PUD changes and release of existing permit

The Pleasant Prairie Plan Commission on the motion of Commissioner Michelle Burnett approved a conditional use permit and related PUD amendments allowing Costco Wholesale Corporation to relocate its gasoline facility to a 2.8-acre parcel at the southwest corner of 88th Avenue and 76th Street.
Planning staff said the relocation would put 12 pumps (24 fueling positions) on the new site with queuing room for 38 vehicles and would add parking at the warehouse site. "Costco is under contract with, the property owner of the site to purchase that 2.8 acres, and, they're, again, are looking to relocate the gasoline facility to that site," staff said during the presentation. Staff also said the site will not include a convenience store and that transactions will be made at the pump.
Staff summarized environmental and design constraints: a new wetland delineation done last year identified three small wetlands approved for fill by the Army Corps and the DNR, while a larger wetland on the east side of the site will remain untouched. Traffic mitigation proposed along 76th Street would add or reassign left-turn lanes into nearby access points and convert existing striped bike lanes within the current pavement footprint rather than widening the road.
Commissioners asked about operations and staffing for the fueling facility. A commissioner raised concern that doubling pump capacity could require more attendants; staff/applicant stated their baseline assumption is one attendant per 12 pumps. Commissioners voted separately to approve the conditional use permit with site and operational plans and DSIS agreement; to approve the required PUD/zoning text amendment; and to approve termination and release of the existing Conditional Use Permit No. 1406 once conditions including issuance of a certificate of occupancy and recording of release documents at the Kenosha County Register of Deeds are satisfied.
The approvals include conditions that the new CUP be approved and that the existing facility be removed only after the new facility obtains a certificate of occupancy and the village records the executed release documents.
