The Motor Vehicle Dealer Board on May 11 accepted several Dealer Practices Committee recommendations to impose civil penalties, require follow‑up inspections and training, and to revoke dealer licenses in serious cases.
At the Dealer Practices Committee, the hearing officer’s recommendations were amended in several matters. For Expert Auto Outlet LLC (case #51078), the committee moved to assess a $2,000 civil penalty and revoke the Dealer‑Operator license; the committee’s amendment was later accepted by the full Board. For First Class Auto Sales LLC (case #43315), the Board approved a civil penalty of $1,500 and a follow‑up inspection within 45 days. The Board also continued Autosource LLC and Dwaine G. Tolliver (case #35047) to the July 13, 2026 meeting at the request of Mr. Tolliver.
The Board adopted the panel’s larger sanctions in a high‑penalty case: the committee amended the hearing officer’s recommendation and moved to "assess a civil penalty of $31,000.00, revoke the dealer license, and revoke the Dealer‑Operator license" for Mega Auto Outlet LLC (case #52929); the Board accepted that action. For AMG Motors, Inc. t/a Lease Return Center (case #30418), the committee amended the hearing officer’s recommendation and the Board approved a $750 civil penalty, a follow‑up records inspection with the dealer present, a requirement to use the POD system properly, and successful completion of the 2‑day dealer‑operator course.
Actions taken by the Board matched committee motions and were recorded as carried. The decisions place compliance obligations on the affected dealers (inspections, training, and record requirements) and, in two cases, remove licensure privileges pending further process.
