Shawn Oliverson, Director of City Planning and Land Use, presented the development agreement for the Enclave East Subdivision on Nov. 24. Oliverson said the agreement covers HOA responsibilities, "52 shares of secondary water, surety bond, and the open space buyout in the amount of Sixty‑Three Thousand Dollars ($63,000.00)."
Following discussion, Councilmember Terry Larson moved and Councilmember Chris Larsen seconded a motion to approve the development agreement and authorize Mayor Dan Keller to sign it; the motion passed unanimously. The council then approved the final plat for Enclave East, conditioned on the development agreement being signed and recorded, the surety bond being in place, and the open‑space buyout payment being made prior to the Mylars being signed and recorded.
Developers were identified in the packet as Jordan Snedaker and Cameron Rounds; staff recorded the conditions that must be met before the plat's official recording.
