Franklin County reports new building nearly ready; department heads give regular updates

Franklin County Commissioner Robert Swainston told the council the new county building is expected to open in the first part of December and that the first scheduled event will be the Preston High School Winter Formal.
Council and several department heads — including WWTP Lead Operator Brian Moss, Public Works Director John Balls, Director of City Planning and Land Use Shawn Oliverson, and Police Chief Dan McCammon — gave updates on assigned projects and designations. Building Inspector Curt Fuller provided an Archery Building Condition Report for the Bear River Archery building; the council agreed to review the report as they consider upgrades.
Separately, councilmembers moved to cancel the Dec. 22, 2025 council meeting due to the holidays (motion by Councilmember Todd Thomas, seconded by Councilmember Brent Dodge), and the motion passed unanimously. The meeting adjourned at 7:00 p.m.
