Preston council approves consent calendar, issues refunds and signs airport procurement

Councilmember Chris Larsen moved to approve the Nov. 10, 2025 minutes; Councilmember Todd Thomas seconded the motion. The motion passed with Councilmember Todd Thomas and Councilmember Brent Dodge voting aye, Councilmember Terry Larson abstaining and Councilmember Chris Larsen voting aye. The remainder of the consent calendar — including the bills through Nov. 24, 2025; an amendment to the owner‑consultant agreement with Keller Associates; a U10 SRE tractor procurement agreement for Preston Airport; a swale bond refund to Joseph Kennedy for $1,765.75; release of a Letter of Credit for Mckay Cordner (Hillside Subdivision) for $250,000; and a 90% cash bond refund to Mckay Cordner for $98,673.00 — received unanimous approval.
The council also approved personnel and community items on the consent portion of the agenda: hiring Daniel Taylor in the Public Works Department to begin Dec. 1, 2025; a $3,000 donation to CAPSA; and a $500 donation to the Elks Lodge Christmas Basket Project. Council approved a slate of business licenses listed in the agenda packet and accepted the canvass election results from the Franklin County Commissioners.
The meeting packet lists named applicants and vendors associated with the motions, including Keller Associates, Joseph Kennedy and Mckay Cordner; Attorney Lyle Fuller will prepare required follow‑up documents where noted.
