Preston council advances large fee-and-rate changes; public hearing set for Dec. 8

At a Nov. 10 workshop, councilmembers reviewed a wide-ranging set of proposed changes to the fees-and-rates schedule that would raise several upfront connection fees and monthly charges.
The package discussed would increase residential water and sewer connection fees from $7,500 to $15,000 each; revise specific connection rates (1" water from $7,500 to $9,000; 2" water from $11,500 to $13,000; commercial sewer 4" from $7,500 to $15,000 and 6" from $8,000 to $16,000); and increase the monthly sewer rate from $65.00 to $90.00. Other items included a $100 refundable deposit for Bear River Archery building rentals, raising the returned check fee from $25 to $30, and proposed changes to subdivision fees and bonds.
Councilmember Chris Larsen moved and Councilmember Brent Dodge seconded a motion "to direct the city clerk to publish the discussed changes for a resolution, in The Preston Citizen for a public hearing on December 8, 2025." The motion received unanimous approval; the public hearing will give residents a formal opportunity to comment before any resolution is adopted.
