The council motion (moved by Councilmember Brent Dodge and seconded by Councilmember Todd Thomas) added a requirement that Lots 70 and 71 — reserved for townhouse-style apartment units in phases eight and nine — obtain a special-use permit. The council also set Phase 7 to be built first, Phase 6 second, and Phase 5 third; subsequent phases are at the developer’s discretion.
