Staff member Sean described the proposal and the open-space and stormwater plan: "It's 52.76 total acres of land," he said, and staff explained the open-space parcels (totaling 7.91 acres) and stormwater retention design. Council and Planning & Zoning noted that lots 70 and 71, if built as townhomes (more than eight units per parcel), will need a special-use permit and that final engineering checklists and any outstanding engineer notes must be addressed before final plat.
Additional conditions include transfer of 144 consolidated irrigation water shares for secondary water to the HOA and a requirement that the developer address specific engineer checklist items and potential latecomer reimbursement for a storm drain tie-in. Council approved the preliminary plat with specified phasing conditions and a unanimous roll-call vote.
