Trustees review policy on lending to residents of decertified libraries

Staff presented a redlined revision to the policy governing services to residents of decertified libraries and asked trustees to review the language and citations ahead of further discussion. Director Amy Lannon said the intent is to clarify that trustees may, under state rules, limit services if a neighboring library loses certification, and that the policy should not inadvertently cite the wrong regulatory source.
"Mass general laws is not the CMR," Lannon said when clarifying a previous miscitation, and she urged trustees to review the merged version in the packet before the September meeting. Trustees discussed whether program access should be explicitly called out as distinct from lending; staff said the current draft intentionally left the language broad to allow later, more targeted policy work. No substantive policy change was adopted at this meeting; the board will review a finalized draft at the next session.
