Plain City holds Depot work session: splash pad nearing completion, brownfield testing, parking concerns discussed

Council convened its work session at the Depot to discuss renovation and programming of the Depot and uptown area. Staff reported that the splash pad "is getting really close to completion," with concrete coating scheduled the following Monday and Tuesday and turf installation to follow. Staff said seating and other site furnishings have been ordered and that the space is intended for year-round rentals and farmers-market activity.

Discussion covered operational details — staff said the splash pad can be turned off on demand for very hot, busy days — and design questions such as whether restrooms could be accessed from outside and secured for events. Staff noted the village had received initial Ohio brownfield testing results and hoped further funding would enable removal of a garage portion and other structures as part of a longer-term site plan. Staff also referenced approximately $250,000 in state capital funding with a two-year spending window if the project is funded; the council requested rental-usage numbers and additional outreach to boost Depot reservations.

Council members and attendees raised parking and signage concerns, noting prior congestion during downtown events (including July 4) and the need to include the Depot and marketplace in wayfinding and parking plans. Chair said an intern, Emily, is preparing a commercialization plan for the space and will deliver findings before leaving next month. The meeting concluded with agreement to adjourn and conduct a site walk; minutes will reflect the off-site discussion.
