The Village Board voted to approve a package of actions related to Highland Estates Phase 2, including the final plat, zoning map and text amendments and a comprehensive plan amendment required to allow the next phase of the subdivision. Planning staff Rob told trustees the phase adds approximately 90 single-family lots (lots 109–198), creates two outlots for wetland protection and will use an existing retention basin in Phase 1 plus a new basin on Outlot 6 near Village Green Park.
Rob said the development agreement requires the developer to finalize exhibits and provide financial security prior to execution and to record the final plat and related documents by Sept. 30, 2026, or stop activity. The MOU includes a $12.50-per-unit transportation contribution to help offset the village’s portion of planned County Highway 165 reconstruction; Rob said the village’s share was estimated roughly at 10% of the project at the time of the agreement. Trustees approved the final plat and the related ordinances and amendments in successive motions and a roll-call vote for the comprehensive plan amendment.
