Planning staff proposed permitting vehicle service and storage areas in certain IX (industrial‑flex) zones under a conditional‑use permit that would require screening, noise mitigation and design standards. Michael said bay doors and design controls would be part of the conditional-use criteria and that the use would not open onto residentially zoned properties without additional standards.
A council member voiced strong reservations. "I don't wanna open it up as ... now we all can have utility vehicles parked in IX," the council member said, calling for exceptions to be handled case-by-case and warning against a policy that could create a 'floodgate' of utility-vehicle parking. Staff said they would provide more detail on specific properties and the conditional-use process before the Planning Commission review.
