Dealer Practices Committee and Board impose and amend penalties for three dealers

The Dealer Practices Committee and the Motor Vehicle Dealer Board considered three enforcement items during the July 13, 2026 meetings and took formal actions.

For Autosource LLC and Dwaine G. Tolliver (case #35047), the hearing officer recommended a $250 civil penalty for alleged violations of Virginia Code §§ 46.2‑1533 and 46.2‑1575(2). The Committee moved to accept the hearing officer’s recommendation and assess a $250 civil penalty. Bowditch Ford, Inc. and Casey Rosinski (case #813) had a hearing officer recommendation of a $9,000 penalty and a satisfactory follow‑up inspection within 60 days for alleged violations of Va. Code §§ 46.2‑1542; 46.2‑1574; and 46.2‑1575(2),(6). The Committee amended that recommendation to a $5,000 civil penalty and required a satisfactory follow‑up inspection by a Motor Vehicle Dealer Board field representative within 60 days (motion by Don Sullivan; second Kevin Reynolds). At the Board summary the minutes record a motion to assess a $6,000 penalty; the minutes indicate the Board carried its motion.

Jerry’s Auto Service and Sales and Jerry Farmer (case #833) requested a variance to operate Monday–Friday from 4:00–8:00 p.m. under Va. Code §46.2‑1533. The Committee moved to grant the variance (motion by M’Lissa Dunn; second Gail Davis), and the Board summary records the motion to grant the variance as carried.

The Committee scheduled follow‑up inspections where required and set the next Committee meeting for September 14, 2026.
