Village hears $1.5M rooftop solar proposal; mayor questions incentive availability

Dean Stanfield of Solar Liberty presented a proposal for a 676.28 kW roof-mounted solar system to the Village of Le Roy, saying the gross system cost would be $1.5M and that "through various state tax credits and incentives, the amount could get down to $724K." The company described warranties and ballast-mounted arrays that do not attach to roofs; recycling panels would cost extra. Stanfield said a municipal bond would likely be needed to cover upfront costs and the village could begin to recoup after about eight years of operation.
Mayor Gregory Rogers and trustees discussed the proposal but voiced caution about moving forward without guaranteed incentives. Mayor Rogers said "they aren’t sure that the state incentives will be available next year for this project, so it doesn’t make sense to do it," and Trustees expressed differing views — some favoring rooftop systems to avoid taking farmland out of production, others seeking stronger assurance of a return on investment. No formal motion was made to approve the project at the meeting; trustees left the matter for further consideration.
