Committee OKs rule updates for private probation oversight; no public comment

Reed Witcher of the Department of Commerce and Insurance told the joint committee that the Private Probation Services Council updated annual in-service requirements and incorporated a Comptroller recommendation that private probation companies attest that the quarterly reports they submit to the council are the same as those provided to local court clerks. The changes came out of the council's retrospective rule review and had been the subject of a rulemaking hearing on Nov. 7, 2025, during which no public comments were received.
Committee members asked no substantive questions. Senator Bolling moved for a positive recommendation and the committee recorded a Senate roll call with ayes and a House voice vote; the rule package moved out with a positive recommendation. The department said it would answer follow-up inquiries as needed and thanked the committee for consideration.
