Paulsboro Land Use Board adopts overdue Master Plan reexamination

The Joint Land Use Board of the Borough of Paulsboro voted unanimously to adopt an updated Master Plan reexamination at its Dec. 15, 2025 meeting. James Salvatore moved to adopt the document and Erva Macauley seconded; the board recorded aye votes from Chair Robert DeAngelo, Vice Chair Jennifer Maden, Administrator Vernon Marino, Erva Macauley, Ben Mento, James Salvatore and Sean Corsaro.
Borough Planner Chris Dochney said the reexamination is required by state law every 10 years and that Paulsboro is "six years overdue." He told the board the major updates include incorporation of the borough's cannabis ordinance and subsequent amendments, revisions to C1 zoning and parking regulations, and the addition of electric vehicle infrastructure (EVI) provisions. "This process is required by law to happen every 10 years, and Paulsboro is 6 years overdue," Dochney said. Administrator Vernon Marino thanked Dochney and noted the borough is also updating its municipal Code Book, which Marino said should be completed by the second or third quarter of next year.
The board agreed to adopt the reexamination now and "revisit" the document next year to address items that still need to be added or clarified, according to the planner's remarks. The updated Master Plan must be finalized to meet the end-of-year compliance window mentioned by staff, which Dochney said is needed to avoid potential penalties from the State of New Jersey. The board took no further amendments during the meeting and adjourned at 5:20 p.m.
