Board authorizes drafting of revocable license for 4 Grove Street encroachment

The Westford Board of Water Commissioners on May 14 authorized Assistant Town Manager Jeff Morrissette to ask Town Counsel to draft a license for encroachment at 4 Grove Street.
Jeff Hannaford of Norse Design Services told the board the property owners do not wish to pursue an easement or transfer of property and instead “would like to pursue a license which is non‑transferable and could be revoked by the Water Commissioners at any time.” Hannaford said the owners will remove the encroaching garage addition, fence and pool but would like the retaining wall to remain under the terms of the license.
Morrissette told commissioners that a license could be granted without a Town Meeting and could be granted to a prospective buyer if the property is sold. Vice‑Chair Titus Palmer moved the authorization; Chair Hugh C. Maguire seconded and the motion carried unanimously (3‑0‑0).
The board recorded the action as an authorization to draft the license and will consider the final language once Town Counsel prepares a draft. No effective date or fee was specified at the meeting.
