Council approved on first reading an amendment to the city's building‑permit and stormwater ordinance intended to make permitting more predictable and to centralize information for applicants. Deputy Mayor Mark Downs, who read the proclamation earlier in the meeting, presented the ordinance as "the product of a year of coordinated work across development services, the fire marshal's office, engineering, MUB, the city attorney's office, and the city manager's office."
Mark Downs said the changes will "streamline our current processes without compromising safety," arguing that predictability encourages homeowners and businesses to fix and redevelop properties rather than let them fall into disrepair. Staff noted a clarifying insertion (17.05.06.b.3) that references West Virginia state rules and the fire code and explained the requirement that certain renovated buildings obtain a certificate of occupancy from the fire marshal is already in effect under NFPA 1/101 (adopted in 2024).
Council discussion described the revisions as "common sense cleanups" and staff indicated much of the substantive work has already been implemented administratively. A motion to approve first reading was passed 6-0; presenters said a second reading will follow at the next meeting.
