Staff described subsequent phases that would include a mini‑pitch soccer court, picnic area improvements, additional paved paths and refurbishment of the historic band shell; some later phases were discussed as potential targets for CDBG or other matching funds if available. The administration said it will return next week with a resolution to retain engineering services and an RFQ package for phase‑one design and bidding, and council members asked that a clear map of phase 1 be attached to that resolution.
