The Columbia Heights Planning Commission recommended approval of a conditional use permit and approved a final site plan for a Crew Car Wash at the anticipated address 4707 Central Ave NE at its July 7 meeting, by votes of 5 ayes and 1 nay (Commissioner Jeffrey Johnson opposed).
City Planner Ursula Brandt reviewed the site’s zoning history within the Grand Central mixed‑use district, applicable development standards for car washes, parking and stacking requirements, tree preservation and replanting standards, and design guidelines for the Highway District. Brandt said the applicant submitted a sound study and proposed multiple mitigations to meet Minnesota Pollution Control Agency (MPCA) noise standards, including reducing the number of vacuums, placing vacuums at the northern edge of the lot, using lower‑noise nozzles, and installing an 8‑by‑20‑foot brick noise wall adjacent to the southernmost vacuum.
Civil engineer Matt Schwartz described wastewater handling and filtration systems for the wash and rinse water, explaining that treated wash water is collected and discharged to the sanitary sewer via a series of reclaim manholes and a trench drain that leads to the underground stormwater infiltration system. "All the discharged water will go into the sanitary sewer," Schwartz said.
Staff said the site plan shows 12 off‑street parking stalls (including one ADA stall) and additional employee spaces beyond the ordinance minimum. The City Forester reviewed and accepted the proposed landscaping plan, which includes native plantings and pollinator‑friendly habitats; staff recommended a letter of credit for landscaping equal to 100% of estimated costs and monitoring across two growing seasons.
Two nearby residents raised concerns about preserving an on‑site boulder wall, nighttime lighting, queuing/parking on 47th Avenue and ice on the hill; staff and the civil engineer addressed access, lighting controls and stormwater measures during questioning. The commission approved the conditional use permit (Resolution No. 2026‑042) and the final site plan (Resolution 2026‑PZ02) subject to the conditions stated in the draft resolutions.
