Le Roy board adopts building energy benchmarking policy for municipal buildings

The Village of Le Roy Board of Trustees voted on Oct. 16 to adopt a Building Energy Benchmarking Policy that requires annual entry of energy-consumption data for covered municipal buildings into ENERGY STAR Portfolio Manager and public disclosure of benchmarking information.
Under the policy the Commissioner (the Mayor or a designee) must enter prior-calendar-year energy usage into Portfolio Manager no later than Feb. 28 each year, with initial reporting required by Feb. 28, 2025 for existing covered buildings (defined as municipal buildings 1,000 square feet or larger). The Department must publish benchmarking information online by March 31, 2025 and update those public records annually. The policy also calls for records retention for three years and authorizes the Commissioner’s office to promulgate implementing regulations and to submit an annual report to the Board on compliance and exemptions.
Trustees recorded their votes on adoption as follows: Trustee Richard Tetrault — Aye; Trustee Raymond Yacuzzo — Absent; Trustee William Kettle — Aye; Trustee James Bonacquisti — Aye; Mayor Gregory Rogers — Aye. The policy took effect immediately upon passage.
