KDADS pilot offers $175/day add-on for behavioral supports in nursing facilities

KDADS commissioner Kimberly Reynolds described a pilot that provides up to $175 per day to participating nursing facilities, with a per-facility fiscal cap and eligibility tied to Medicaid nursing-facility residents who meet specified diagnostic and behavior-symptom criteria on the federally required MDS assessment. Facilities must submit a brief individualized care plan within 30 days describing the nonpharmacological and training interventions the grant will fund.
Behavioral Health Solutions' Dr. Jessica Conlon described evidence from other states that well-designed add-ons can reduce hospitalizations and antipsychotic use while helping facilities retain residents and recruit staff. "Program patients were more likely to have stabilized symptoms, have reduced antipsychotic use, reduced ED use," she said, describing independent-review findings from other implementations.
KDADS said it will ask participating facilities to submit monthly data on enrollment, total expenditures per person and progress on care-plan goals; staff will use the pilot findings to draft a Medicaid state-plan amendment if the model demonstrates value and feasibility.
