The minutes contain a note that Amy Connelly and Shelly Cahoon "were absent" in the March 11 meeting text that accompanies the minutes approval; the recorded vote lists two abstentions. The minutes do not identify which members cast the abstentions. The record otherwise shows full, unanimous votes (7–0) on both applications considered that evening.
