Dr. Heather Martin, speaking for the school division, said the budget adjustment reflects additional state funding directed to special education, summer-school support and English-learner programs. "This funding is used for special education services... There is no impact to the locality," she said. The larger carryover — largely state direct-aid funds that became available after year-end and were unspent or encumbered — will be used for capital improvements, HVAC and facility needs, and for one security vestibule at Blackstone Primary, with the school division proposing to set aside roughly $800,000 for future capital needs.
Board members voted to approve the carryover and the adjustment and discussed making a county-level prioritization list for capital needs; staff noted that if the school did not carry over eligible state funds, the district would have to return them to the state.
