The Norwalk City Council voted unanimously Aug. 11 to reappoint Lisa Biagirelli as the city's tax collector, extending a tenure council speakers said spans multiple administrations.
Council member Frayer moved Biagirelli's reappointment and outlined her credentials and long record of service, saying, "She truly has been recognized throughout the state as an authority on Connecticut tax collecting laws and procedures." Multiple council members described her leadership on tax sales and efforts to reduce past‑due balances. During remarks the council referenced an annual tax and fee base of nearly $450,000,000 as context for the office's responsibilities.
The mayor called the vote; the motion carried unanimously. Speakers credited Biagirelli with raising collection rates and instituting in‑house tax‑sale processes that the council said saved the city money and reduced receivables. The mayor administered the oath of office after the vote.
Council members said Biagirelli combines technical knowledge with compassion in dealing with taxpayers who cannot pay, and several noted her statewide and regional roles training other municipal collectors. The reappointment drew brief public comment in support prior to the vote.
