Town staff summarized concerns that some amendments would tie state grant preferences to local zoning (a "grant preference modifier"), effectively penalizing communities with stronger environmental and land‑use protections; other proposals would expand duplexes and accessory dwelling units by right across residential districts or accelerate permitting timeframes. Staff and board members said these provisions could undermine local home‑rule planning and harm Cape Cod communities if enacted. "It could change Cape Cod forever," a board member said, urging the delegation to hear local concerns.
The board moved and passed an amended motion to endorse the MMA letters while flagging two items for additional caveats related to site plan review standardization and the proposed state authority for public building finance. The chair was authorized to transmit the letter and concerns to the town's legislative delegation.
