The Piedmont Planning Commission on Dec. 8 approved the design review for a renovation at 101 Seaview Avenue that repurposes an existing garage as a family room and places a new garage under the addition with driveway access from Hampton Avenue. The motion, made by Commissioner Zarekian and seconded by Commissioner Ortiz, passed on a unanimous roll call.
Owner Connor Walsh described the proposal as a family‑oriented renovation to improve access and reclaim garden space; Jarvis Architects said the design hides solar panels behind parapet walls, steps building forms down with the slope, and restores an original stucco garden wall to provide privacy. Commissioners asked detailed questions about roof pitch, parapet heights and visibility from Hampton and were told the new family‑room roof pitch is 3:12, lower than the existing 6:12 roof, and that most of the new roof and parapet walls will not be visible from Hampton. Commissioner Zarekian found the proposal preserves character while improving functionality: "The design keeps in mind the existing details of the house," he said.
The commission adopted findings that the project complies with Piedmont’s design review criteria and general plan policies, and approved 23 conditions of approval listed in the staff report. Staff noted the project is categorically exempt from CEQA under the cited Class 1 and Class 3 exemptions. The approval requires the applicant to meet the noted conditions and any ministerial follow‑up prior to issuance of building permits.
