Board members press staff on West Maui well schedule, CWRM sustainable-yield numbers and Honokowai tunnel characterization

Member John Helly asked when a full presentation on the schedule for well development and associated environmental assessments for West Maui — particularly the Lahaina Aquifer Sector Area — would be provided. Director Stufflebean said the presentation will be ready in September.
Helly also raised questions about a preliminary Jacobs engineering and hydrogeological report for Honolua well development and whether that report is a public document; Stufflebean said he would check. Regarding the Honokowai Tunnel, Helly said the report's statement that the tunnel is considered "not under the influence of surface water" seemed unlikely; Stufflebean replied he would look into the matter more carefully. On sustainable-yield figures Helly said CWRM had publicly indicated its numbers were deficient; Stufflebean responded that "the sustainable yield of an aquifer is legally defined at what CWRM says it is," and the department will continue exploratory work before making major investments in full-size wells.
Members were told the final Carollo Engineers West Maui Water Plan had been received a few days earlier and would be released after department review. Helly requested the department place the West Maui well development schedule, the Carollo draft release and related items on the next agenda.
