Norwalk Arts Commission creates advisory board and three committees to implement new cultural district plan

Mark Allen, chair of the Norwalk Arts and Cultural Commission, opened a special meeting Aug. 11 by outlining the commission’s primary task: turning the city’s 2025 Arts & Cultural District plan into programs and public events. He said the plan is a guideline and that the commission’s first priority is establishing a district advisory board to involve community stakeholders.

Allen told commissioners the advisory board would be an “advisory body” drawn from commission members and community stakeholders who participated on the plan’s original steering committee. “It’s going to be an advisory board; there’s no… decisions made by the board that will supersede the commission,” he said, stressing that formal votes and policy actions remain the commission’s responsibility.

The chair identified three committees to begin work: budget/finance, public events and public arts. He asked for volunteers and said the commission will rely on city staff for guidance but intends to take a more active role in budgeting and fundraising. Commissioner Naomi Clark volunteered for the public arts committee during the meeting.

Why it matters: commissioners framed the committees as a way to increase transparency and early public engagement after earlier controversies over public art. The advisory board is intended to surface local perspectives before project approvals rather than primarily at final votes.

Looking ahead: Allen said the commission will invite staff such as the economic development director and city marketing staff to participate as advisers and will begin forming the advisory board and committee charters ahead of public meetings in late 2026 and early 2027.
